    Dr. Humayun Rasheed Khan completed his LL.B. (Hons.) and LL.M. from Aligarh Muslim University, Aligarh. Dr. Khan qualified UGC National Eligibility Test in the year 2002. He qualified U.P. Judicial Services in 2003 and joined as Additional Civil Judge (J.D.) in June, 2006 in district Gonda, Uttar Pradesh. Dr. Khan has worked on both civil and criminal sides in Gonda, Aligarh, and Barabanki judgeships. He was promoted to the U.P. Higher Judicial Services in 2016 and served as District & Additional Sessions Judge, F.T.C. Kaushambi, U.P.

    Dr. Khan has served as Special Secretary & Additional Legal Remembrancer, Supreme Court Legal Cell, New Delhi. He has more than five years of experience in judicial education and training. He has served as Deputy Director, Judicial Training & Research Institute, U.P., Lucknow, from July 2014 to February 2016, and then as Additional Director (Research) from July 2020 to March 2024. He has joined the National Judicial Academy, Bhopal, as Professor on deputation on 1st April, 2024.

    He has been invited as a resource person at various judicial, administrative, and police academies, universities, and esteemed institutes, including the Central Academy for Police Training, the National Academy of Customs, Indirect Taxes and Narcotics, Palasamudram, the Maharashtra State Judicial Academy, the Kerala State Judicial Academy, and A.M.U. Academic Staff College, National Institute of Technical Teachers Training, Indian Institute of Science Education & Research, UNICEF Regional Conferences, RCVP Noronha Academy of Administration in M.P., Human Rights Commission, M.P. Police Academy, NIPCCD, UPAAM in Lucknow, and the Regional Training Institute for Direct Taxes in Lucknow. He has addressed diverse audiences on current issues such as Sentencing, Child Sexual Abuse, POCSO Act, 2012, Juvenile Justice, Human Rights, Matrimonial Law, the Law of Interpretation, manners and etiquette for judges, the art of judging, Case Management, the Role of Prosecution in India's criminal justice system, among other topics.

    Recently, he was invited to speak at the Annual Judicial Conference 2026 , organized by the Judicial Academy of Maldives , Department of Judicial Administration, held on 31 January and 1 February 2026, where he delivered a session titled “Digital Transformation and Future Technologies in Judicial Processes.”

    Dr. Khan participated in a two-week online course on ‘Adjudicating Terrorism Cases,' supported by the U.S. Department of State Counter-terrorism Bureau and delivered through a partnership among the National Judicial Academy, India, the CEELI Institute, and the Federal Judicial Center in Washington, D.C., during February-March 2022. He also completed the Training-of-Trainers Program, Phase III, on “Adjudicating Terrorism Cases,” organized by the same institutions in March 2023. Dr. Khan is a Master Trainer in Counter-terrorism. Additionally, he has taken part in orientation programs at notable institutions, including IIM Lucknow, the National Judicial Academy in Bhopal, and the Indian Institute of Public Administration in New Delhi.
